It is also admitted that, although- in other parts of the Dominion where they have natural harbors, here, with the present facilities, our .shipping charges are the second lowest in the Dominion. and ocean-going steamers get ~picker despatch than in ports - whore harbors are available. This is not so. for the FINANCIAL ESTIMATE made ihy the SECRETARY and 'AUDITOR of the Board, which the Bon'd and Finance Committee have ad ud' d by a majority, shows THE OUTER HARBOR CAN BE BUILT WITHOUT RATING, except to make up shortage of £14,790 in eight years hence; £BBOO A YEAR IS ALLOWED FOR EXPENDITURE IN THE RIVER UNTIL THE OUTER [H ARBOR IS COMPLETED : THEN £6OOO A YEAR IS ALLOW.ED FOR MAINTENANCE of river, and £4OOOcEOJI ADMINISTRATION OF NEWcIIARBOR, which expressly allows Pfor haulage of cargo to and from ship’s side to goods shed ;b.y rail without any extra charge to people, but only £5,000 a year on ships. RATEPAYERS, the question is— Do you want to return to power a majority who. AFTER SPENDING ABOUT £421,000 in the RIVER, will persist against the advice of all the most eminent marine engineers, and IN SPITE OF NATURE "ITSELF, in TRYING TO MAKE A HARBOR IN THE RIVER, and also GO BACK to IMPOSING HEAVY RATES AND CHARGES on the PEOPLE and thus RELIEVE THE SHIPS? ' IF SO, VOTE FOR the RETROGRESSIVE PARTY; IF NOT. VOTE for the (party, comprising MESSRS HARRIS, REES, ADAIR, and HEP BURN, and show you are GRATEFUL to that party for having RELIEVED YOU OF RATES and REDUCED WHARFAGES. REMEMBER, it is TRUE PROGRESS with an OUTER HARBOR WITHOUT RATING. but FAIR CHARGES ON SHIPS Versus CONTINUING of the FUTILE ATTEMPTS to make a HARBOR IN THE RIVER, HEAVY RATES on the PEOPLE and LIGHT CHARGES ON SHIPS RATEPAYERS AND HOUSE HOLDERS, -roll up on MONDAY NEXT, the Bth -®NST., and RECORD YOUR OPINION BY WHOM YOU VOTE FOR. . .. .
