FINAL IIETUBNS,. The final returns for the Harbor Board elections wore all received by tlio Returning Officer (Air. 11. AL Porter) yesterday, bill the result, as innomiced in yesterday’s issue of the “Times,” has not. been materially altered in any way. Air. F. Harris bopped the poll by live votes over Air. townley. for the Borough, and both these gentlemen are elected, while Air. '.veils has a majority of Pine votes iver his colleague Air. MacDonald. The following are tlio returns from the country booths not previously announced :

lie Country are: Kells. J. 8., 769. MacDonald AY. D. S., 760. Hepburn D., 491. Adair T., 479. The votes cast for. the opponents ot the outer harbor nroposal total loiJ vml for those in favor of the proposal J, °' BOROUGH returns . The final returns for the Borough are: — Harris,F.,; 615. Townley J.. 610. Rees AV. L., 518. AVhinray J., 440. The votes cast for the candidates who opposed tlio outer harbor proposals were 1050, as against 1133 lor the candidates who favor the proposal. THE NEW BOARD. The secretary to tlic Harbor Board informed a “Times” reporter yesterday that the representatives or the Government on the Board (Aiessrs. J. Clark, AV. Siovwright, and G. Alatthewson) hold office until then successors are appointed. Their appointments do not expire until Juno next. The new Board is, thcrelorc constituted as follows: The Alayor (Air. AV. D. Lysnar) The lion. Captain AV. H. luckor. Air. J. Townley (Borough) Mr. F. Harris (Borough)* Air J. B. Kells (County) Mr AV D. S. AiacDonuld (County) Air G Alatthewson (Government)* Mr. J. Clai'k (Government) Air. AV. Sievwright (Government). The asterisk indicates tlm members of the Board (3) who have advocated that a proposal to construct an outer harbor be placed before tlio ratepayers.
