Ladies and gentlemen,— I return iny .most sincere thanks for the position you place me in as one of your representatives on the Harbor Board, 'and I beg to assure you that I shall consistently advocate your best interests during my term. The great advance of Gisborne and its District warrants an advanced 'and progressive policy in the shaping of its future, and I give you my fullest assurance that I will always advocate a progressive policy, based on a careful consideration of the larger questions brought before the people.
