Urc, member of Parliament for Linlithgowshire, speaking at Cockcrmouth, said that a severe struggle with the House of Lords was labout to begin. By a simple clause in a single Act the Liberals could end the Lords’ claims instantly and restore the inalienable rights of the people’s representatives. Mr. Reginald McKenna, First Lord of the Admiralty, and Mr. Lewis Harcourt, First Commissioner of Works, are also threatening the House of Lords on the lines of the late Sir H. Campbell-Bannerman’s resolution. [Sir H. Campbell-Bannerman’s resolution, referred to above, was: “That in order to give effect to the will of the people, as expressed by their representatives, it is necessary that the power of the other House to alter or reject Bills passed by this House should be -so restricted by law as to secure that within the limits of a single Parliament the final decision of the Commons shall prevail.” It was carried in the House of Commons, in June, 1907, by 434 to 149.]
