NAPIER HARBOR LOAN.

A -MEETING OF PROTEST. [Press Association.] NAPIER, Feb. 16. At a public* meeting last night, to consider what slope should be taken in view of the defeat of the Napier .Harbor Board’s proposal to borrow £200.000 to complete the breakwater, the iallowing resolutions were carried- —(1) That this meeting of citizens of Napier protests against the- present system of voting on the question of harbor borrowing, under which the desire of the majority of the people to complete the breakwater is thwarted by a minority; (2) that in the opinion of this meeting of Napier citizens the members of the Harbor Board should be elected on a popular franchise; (3) that the Government be -requested to introduce a Bill at the coining session giving effect to the wishes of tins meeting .and that a committee be appointed to co-operate with Mr. J. Y. Brown, member for the town, in placing the views of the people before the Premier aind Minister for Marine.
