(Received Feb. 18, 11.15 p.m.) LONDON, Feb. 18. - Cordial references to King Edward’s jjjjpftch in opening Parliament appear the Berlin press. The “Vossisclie Zeitung” says that King Edward’s visit is having a better political effect than had been anticipated in Germany. The ice has been broken, and the period of angry suspicious discussions is past.
