PETERSBURG, March 1. r Zavaretsky, the former head of the secret police at Vladivostock, is accused of securing the execution of five innocent men and the imprisonment of 24 others by means of concocted bomb discoveries and plots. Zavaretsky s purpose was to persuade his superiors of the reality of his zeal.
