CALCUTTA, March 1
One hundred ruling chiefs and hereditary nobles in the Punjaub have formed a Loyalist Association; Calcutta Hindus have_ memoralised Viscount Morley, stating that the Hindus strongly object to Mohammedans being represented on the Council beyond their numerical strength.

RAGING IN CALCUTTA

The Calcutta hospital is full of small-pox. There have been 76 deaths in six weeks.
DECENTRALISATION.
ROYAL COMMISSION’S REPORT
The Royal Commission on Decentralisation in India has reported in favor of the enhancement of the powers of provincial governments, and suggested that these should ultimately .have a regular council of government, with a governor and foiir members, two of these being appointed as in Madras and Bombay.
