OTTAWA, March 8. Correspondence relating to the Imperial general staff has been submitted to Parliament at Ottawa. It is understood that the principal document is a letter wherein Sir F. AV. Borden, Minister of Militia, recommends', to his colleagues the acceptance of the proposals conditional on the Canadian section of the General
