THE ARMY ESiIMATES. SPEECH BY MR, HALDANE. United Press Association. Copyright (Received March 9, 11.25 p.m.) LONDON., March 9. Accounts have been presented to the House of Commons showing the naval surplus for the current year to he £168,343. A discursive debate on the army estimates has been adjourned. Mr. Haldane, in reply to Laborites, declared that the Alliance Assurance Company was as fully entitled not to employ in future clerks not belonging to the territorials as to reject trade unionists or non-abstainers. Recruiting being so satisfactory, there was no need for other employers to follow the Alliance’s example. Later Mr. Haldane described Dr. Ruther-ford’s.-amendment to .-reduce the regulars by 10,000 men, which several Ministerialists supported, as .-a proposal calculated to throw the whole military arrangements, into chaos. He admitted, in reply to Mr. Wyiylham, that the War Office was now ready with vital statistics and a plan in the event of conscription.
