[Correspondence on public matters, is welcomed at all times, but it must be distinctly understood that this journal is in no way associated .with tlie opm-> ions oi : its correspondents.] [To the Editor.] Sir, —Dr. Mason, the other evening, on certain questions being asked him, said: ‘‘Of course the Council should at once make a by-law to that effect.” I should like to suggest, however, that before any further diy-iaws are passed, that those already existing should be enforced. This brings me to a most important point—viz., there is, I believe one making it illegal for persons to expectorate upon the footpaths. Dr. Mason said during his address that the habit was a fruitful source for the spread of consumption. Knowing this, as everyone does, or ought to know, ■why are not offenders who persist in this disgusting and insanitary practice not punished severely? One warning should prove sufficient. TV certainly does not require an inspector to inquire into what is so patent to everyone who passes through the town. Gldastone Head, especially at hotel corners, presents a most, disgusting appearance* So far the law has been more honored in the breach than the observance, and until persons so offending are punished either by. hues 'or imprisonment, the present state of things will continue.— I am, etc., “RESIDENT.”
