Knowing this, as everyone does, or ought to know, ■why are not offenders who persist in this disgusting and insanitary practice not punished severely? One warning should prove sufficient. TV certainly does not require an inspector to inquire into what is so patent to everyone who passes through the town. Gldastone Head, especially at hotel corners, presents a most, disgusting appearance* So far the law has been more honored in the breach than the observance, and until persons so offending are punished either by. hues 'or imprisonment, the present state of things will continue.— I am, etc., “RESIDENT.”
