WELLINGTON, March 20. A local detective, speaking of -the Gaming Act, says:—“lt is an abortion. Formerly a comparatively few bookmakers, who traded as decently'>s their calling permits, carried on a business that was in the essence fair and open. The new order of things has produced hundreds of thugs and spielers who have only to pay £lO in order to become legitimatised racecourse thieves. Every common thief with the requisite capital can now become a legitimate bookmaker, and so the racecourses of New Zealand'swarm with vermin who would not only not be permitted to bet on any Australian racecourse, but would be debarred from entering a racecourse at all on their past performances.”
