Lord Kitchener, in the Budget debate, stated that India is able to mobilise nine infantry divisions and eight cavalry brigades with a rapidity hitherto impossible, and that the re-anning of the artillery with quickfirers and the troops with new rifles is practically complete. India is capable of producing .all the guns, rifles, and ammunition she needs. 51
