/' CAPETOWN, April 3. Tlio Oraugia Houses of Parliament has accepted the draft constitution.
The Transvaal- Mozambique agreement has been signed after consultation with the other South: African States. The Portuguese are to continue recruiting labor lor the mines, and joint administration of the railways and port of Dolngoa Bay. The port is guaranteed 50 per cent of , the linnsvaal’s overseas traffic. Alterations in -the existing railway rates are entrusted to the control of the South African Railway. . .'
