LONDON, April 5
Earl Denbigh, addressing a meeting at Warwick, in support of an extended naval programme, recalled that in 1904 Germany desired a footing in Madiera, and consternation was caused in Lisbon when it was hinted that if refused, a German fleet would visit the lagus. The British fleet from Gibraltar moved into the vicinity of the Tagus. Friendly informatjonywas conveyed to Berlin of what had bwn done, and the Geiman Minister then informed the Portuguese Government that he was sorry for the mistake, and that he had exceeded his instructions. The British fleet thereupon returned to Gibraltar. [ln 1904 a Conservative Government, under Mr. Balfour, was in power.]
