The “Daily Telegraph” reports that the Vienna press supports a strong agitation in Austrian naval circles in favor of the construction of Dreadnoughts. The Council of the Ottoman debt has protested against the Russo-Turkish protocol on the ground that the terms for commutation of the Eastern Roumelian debt will inflict a debit representing an annual loss of £40,000.
