In the House of Commons Mr Burns stated that the approaching abolition of pauper disqualification would mean £217,000 additional. The. old age pensioners’ additional cost would bo £2,--•>6,800. 'Several important discussions took efface in the House of Commons regarding the Naval Conference definitions of '“conditional contraband.” The ambignity of the French text suggests that food-stuff’s intended for the ■civil population in the enemy’s country is liable to seizure inasmuch as it specifics “foodstuffs ad<ljjg<Ssed to a trader there who is know l 413 supplying the enemy.” It was intimated that before the definitions were ratified they should make clear ii '•enemy” means the “Government of the enemy.”
