Tho “Times” Johannesburg correspondent states that the Mozambique Convention has given a fillip to the antiunion campaign at Natal, though the treaty places Natal in a far better position than it could hold under the system of free competition with Delogoa Bay. The agitation at the Cape, advocating differentiating in favor of rcpre•sentation of the country as opposed to Tho towns is having an unsettling effect. THE NATIVE FRANCHISE. A RESTRICTIVE RECOMMENDATION REJECTED. (Received April 13, 9.32 p.m.) CAPETOWN, April 13. The Cape Colony Assembly, hy 53 votes to 17, negatived a recommendation further trenching on the native franchise in the Federal Constitution. Many of the Afrikander Bond members .supported the recommendation.
