ELECTION fSiU ! ICES; BOROUGH COUNCIL ELECTION. TO the burgesses of the BOROUGH OF GISBORNE. ADIES AND GENTLEMEN, 111 submitting myself as a Candiarte for the Borough Council I feel it my duty to ■make known the reasons which have led to my decision, also I take this opportunity of stating my views. My reasons Are’ as follows: 1. The past year’s work has been marked by a series of obstructive policies, inimical to progress, and the better government of this town. 2. The popular rejection by referendum of those necessary schemes 'which generally , accompany progressive civilisation,'indicates a public demand for administrative, reconstruction in th-e local government of this town. 3. Any lack in electionaE contest must be regarded, as a menace, in so far that it implies a. further guarantee of obstructive administration, and thereby a bar to the progress we so earnestly desire. My policy should I be honored by election is as follows: 1. I heartily support drainage, the scheme mu*, in its general plan, be capable of an easy extension, and thus meet the requirements of increasing population and housing accommodation granting, as far as possible in its early construction “equal benefits to all and special privileges to none,” to be submitted to scientific authority, and public approval, before any pledges of construction are undertaken or advanced. 2; I heartily support the betterment of our roads, to be' undertaken by loan, the initial' expenditure of which must be on .permanent work, and include our main arterial roads, as well as embrace the principal secondary streets, ■permitting of a- substantial annual revenue (thus with the advent of cheap metal) to -further advance the permanent formation of other roads, not considered at the present time of such primary importance. In this connection I must heartily endorse the Patutahi tramway scheme as a means to this end. 3 I heartily support any'reasonable scheme for the better lighting of our main town and suburban roads, preferably by thb iminicipilisation Oi the gas works, should such be consistent with our best economic interests. 4. I heartily support any endeavor to amicable- government which is essential to progress, and will use my best efforts to ensure ratepayers a true recompense fort expenditure, consistent with the economic interests of the individual.—Yours faithfully, l JAMES C. DRAINAGE.—! am very keen on Gisborne-going in for a complete and thoroughly up-to-date system of Drainage. As far as any particular scheme is” concerned, I am of opinion that; a Committee of Experts (vide Dr. Mason’s report) should be appointed to consider which is the best of the sei - eral schemes placed before them, lhe sooner this matter is taken in hand the better for us, all, as Gisborne lias a most unenviable reputation outside the district. STREETS.-^-This is a most important matter, and I am in favor of raising a Loan forthwith for the purpose of putting the whole of the Borough streets in permanent repair, One road in particular has come under my notice frequently of late, viz., the Abattoir Road, which is in a most disgraceful state, and chapters of accidents, such as broken axles, shafts, etc., are continually occurring. Why should this state of things continue? If we can only patch up the road, better to do that than leave it in its present condition. ENGINEER.—I am in favor of appointing a permanent Engineer to control all works, as Gisborne has grown to such an extent that' it is absolutely necessary to appoint a responsible person to be head! of affairs, instead of foisting all work on Mr. Morgan (who is a most efficient .Overseer), and asking him to do engineering work and formulate engineering schemes. SANITATION.—I am strongly in favor of an extra Rubbish Removal Cart being brought, into requisition, so that the whole of the Borough may be served. Ratepayers residing on the outskirts of the Borough have to pay their quota to the general rates, and it is only right that they should receive the same benefits as we who live in the centre of the town. In conclusion, I would like to add that if the Ratepayers and Householders entrust, ,me with tlicir confidence by electing me as one of their representatives.
