HAWKE’S BAY EDUCATION BOARD.

MONTHLY MEETING. The monthly meeting of the Hawke’s Bay Education Board was held on Monday. Present: Sir William Russell (chairman), Messrs. O. Ericksen, S. McLernon, O. M .Whittington, W. Morgani and the Rev. A. Grant. Leave of absence was granted to Mr. G. E. Darton and Pastor Rees. THE LATE MR, CLARKSON. The Chairman stated that before proceeding with the business he would like to say that the Board had suffered a great loss by the death of Mr. R, PClarkson. Under Mr. Clarkson’s influence, great strides had been made in technical education. He would move that a. vote of sympathy be sent to Mr. Clarkson's relatives. —This was canned,, all standing. CHAIRMAN’S STATEMENT. The Chairman’s monthly statement was cs follows : > Tenders.—The tender of W. Hay and Son to erect the Pakowhai residence for £328 has been accepted : also that of A. B. Hansen to erect the Ngamoko residence for £390. No replies have been received to the Board’s application for grants for schools at Raumati and Te Puia and for a residence at Frnsertown. W. C. Webb, the lowest tenderer for the Mangatoro; residence, has since declined to take up the contract. Fresh tenders have been called. No tender has been accepted for Mohaka, the question of extension of the school site being still unsettled. Tenders have been called for the lease of the school reserve at Maharahara. New Schools—The new school at Rangitane (Tamaki South) opened on the 12th inst. with a roll unmber of 60. Appointments—The Makaraka school having during thel past month become entitled to an additional assistant, I deemed it advisable that Miss Lang should remain on the staff, and gave instructions to fill temporarily the assistantship at Pttutahi. Miss Mary Hogg was appointed assistant at Gisborne. Technical.—Since the deplorable death of Mr Clarkson, the secertary has with my approval and at the request of the Napier Technical Association, temporarily undertaken the general* supervision of technical affairs. The report was adopted, SCHOOL MATTERS. Architect’s reports were dealt with as follows, To Arai Residence. —That Mr. Hay s tender be accepted. Mangatoro Residence. —Postponed pending inquiries. Inspectors’ reports were dealt with as follows: Ormondville. —Application for fencing, to cost £22 12s 6d, agreed to. Gisborne. —Application for partitions postponed pending enquiries. Mangapapa, —Applications for partitions deferred. Kiritaki.—£4 granted to put drainage in order. . Inspectors’ report recommending painting of interior of sheds and closets was received. School correspondence was dealt with as follows: — Pohui. —Application for tank and wash-basin; secretary instructed to write for further information. - Mangatuna.—Aplication for new chimney; committee to be requested to give fuller information regarding their requirements, and to state why the £5 granted in 1907 was not sufficient. . .. , . _ WWa -C *«“ *"*“ K granted. Tiniroto. —Application for repairs to residence: Chairman given power to deal with the matter.

Takapau. —Application for fencing, tree-topping, bath and j dd.'ticnal school accommodation; Inspector to be asked to report fully on this matter at the next meeting of the Board. Mangateretere.—Application for dividing fence at estimated cost of £S granted. , Ormond.—Application for bath ; further information asked for. Application for hedge not granted. Tokomaru.—Application for Half cost of asphalting;»sum not exceeding £lO to be granted. GENERAL. The Wellington Education I.’oard for-, warded recommendations regarding training college.—Received. The Education Department forwarded, a circular with reference to method of supplying fre© school books.—Received. Kanakanaia settlers applied for a school.—lf the settlers will supply a room the Board are willing to supply a teacher, and will then go further into the matter.

_The Musical Contest Committee, Napier, wrote with reference to appointment of competent singing teacher. — Received.

The Hawke’s Bay Teachers’ Institute forwarded a motion with reference' to taking home free reading books. —Received. F. Piper, Wairoaiti, asked for capitation on household school.—Granted. A request was . received from Norsewood for continuation of grant for conveyance of children. —Grauted. A petition was received from Westshore for a full school.—The Board are agreeable to allow instruction up to the Fourth Stndard. The Education Department wrote permitting aggregation of grants.-—Re-ceived.

Accounts amounting to £4963 10s 2d were passed for payment. Mr. Whittington moved—(l) ‘‘That the regulations dealing with the grants to school committees be amended so as to arrange for the secondary department to be classed as separate buildings for the payment of capitation allowance”; and (2) “That the Education Board is of opinion that the additional assistants approved under He Education Amendment Act, 1908, dealing with' staffs and salaries -in public schools, ought to bo brought into operation at once wherever certificated teachers can be obtained.” The Rev. A. Grant moved that the Board’s Inspectors of Schools bo instructed to -inquire what can bo done to reduce the time spent by pupils in the preparatory classes. —Carried. Mr. MdLernon moved that a man he appointed to undertake repairs such as painting, fencing, etc., who could go from school to school, and that the phairman he asked to make inquiries into the matter and report at tho next meeting of the Board. —Carried. . Mr. barton moved, and-it was seconded by Mr. "Whittington, that a subcommittee he appointed, to report on certain financial - matters.—Carried.
