The Legislate Council at Hsetermaritzbur.g adopted the draft Constitu- .. -tf/dn. *Tlie Referendum Bill was pastor!, and Parliament was then prorocmed The speakers stated that the Mozambique treaty was objectionable, but was an improvement on the present arrangement. A modus vivendi might be enforced whether Natal joined the Union or not.
