I’he Railway Department seems unfortunately to have thought that anything would do for a crowd of volunterrs, and to have acted upon that thought most thoroughly. Anything more calculated to discourage volunteering can hardly be imagined, and we are glad to see that Lieutenantcolonel Smith, who apparently bore the brunt of the negotiations with the railway officials, intends to press for an inquiry into the whole matter. II the result of. his action is to induce the Railway Department to look upon volunteers not merely as human beingls, hut as men entitled to some consideration, and to confer with the Defence Department as to their transport) to the annual camps, the inquiry' will be a very valuable conclusion to an uniortu ii ate a ffai r—Cli ristchu ndi 4 ‘ Press.''
