Ladies and gentlemen,— In offering myself as a Candidate for the pending Election, I desire to place before you my opinion on several matters which I consider are! of vital importance to the Borough of Gisborne. In the first place, it is absolutely essential that we should have a complete Drainage Scheme, to include the whole of the settled area of the Borough, and, this being generally accepted, it is not necessary to further state that, if elected, I shall solidly vote in that direction. I am also strongly in favor of supporting a Loan for, the purposes, of making work in connection with the main arterial road that of a permanent nature; also favor provision being made for the purpose of forming all streets and footpaths in the settled portions of the Borough, which have not as yet been attended to. ' f In reference to Municipalization of Gasworks, this is a matter worthy of very serious consideration. The acquisition of the works, I contend, would result in a big saving being effected to the Borough, both in the matter of street lighting and also in the materials necessary for tarring the footpaths, etc. I believe a scheme could be evolved which would result in the works being acquired on terms, without incurring any further taxation. I am of opinion that the revenue_.accruing from the Borough Reserves could be very materially increased by further leasing those portions available for building sites. This land is at present being used for grazing purposes only, and I contend it should bo reve-nue-producing, thus enabling the Council, without further encroaching on the rates, to improve its reserves, and so make them suitable for breathing places. In conclusion, ladies and gentlemen, if you do me the honor of electing me, I shall endeavor to conserve the interests of the Borough as a whole. Yours faithfully, H. MILLAR.
