If YOU do, YOU KNOW that— BETTER SANITATION, Complete System of SEWERAGE Good ROADS and FOOTPATHS for the whole Borough, and BETTER STREET LIGHTING, by the acquisition of the Gasworks ARE not only Essential, but URGENT. The Candidates who have pledged themselves to the above are— M. G. NASMITH, junr. J. H. HALL. BOROUGH COUNCIL ELECTIONS. TO THE ELECTORS. Ladies and gentlemen. In offering my services to you as a candidate for the Borough Council I do so in a full realisation of the important responsibilities attaching to the office, for I recognise that the work to be done during the next two years is likely to have a very important bearing upon the future condition of Gisborne. It is my desire that the town in which •wo live shall remain no longer one against which various stigmas are frequently hurled, but shall gradually be changed Into the “Queen town” of the Dominion. DRAINAGE. Having this object, in view I shall, if you do me the honor of election, assist to the utmost of my ability in placing before vou the system of drainage mostsuitable'for the place. In this connection I most heartily support the policy that has just been commenced by tl e Borough Council in obtaining a report from Mr Marchant -with the idea of subsequently submitting the various schemes to a Council of experts. ROADS. The first step in securing good roads is to obtain an ample supply of good •metal and I am, therefore, a great believer in the Patutahi tramway scheme brought forward by Mr A. F. Matthews. I consider the Borough shou.d do everything in its power to hurry on the erection of that tramway by the County Council. In addition I would like to see some definite steps taken to make use of Waihirire stone which I am convinced could be brought cheaply to Gisborne and would be of immense service in the maintenance, if not of the main streets, at least of the residential thoroughfares. Once the supply of metal is assured I would favor the raising of a loan, hut would expressly tiputate that not a single penny of it should be spent upon what could not reasonably j •be termed “permanent” work MUNICIPAL GASWORKS. The supply of gas for private consu- J mers could be improved upon and I would favor a proposal being pat to the ratepayers that the existing works should be acquired by the Municipality. It is wrong in principle that »-.ny private organisation should ho able to monopolise the sale of any article < f necessity in common use. The works could be purchased now at a reasonable price whereas any delay will make it harder each year to make a sr. isfactory deal with the Company, if the municipality acquired the gasworks it should be possible, not only to give consumers a better service at a lower price, but also to improve the lighting the town which at present is exceedingly unsatisfactory. UNIMPROVED VALUES. I believe the present system of valuing borough properties is foolish and unjust, inasmuch as a person pays taxes according to the manner in which he improves his property. Every room he adds to his house, every tree he plants, his lawn and his flower garden, all help to raise his rates. This system plays into the hands of the speculator who keeps his sections idle when they could bo put to profitable use in providing homes for the people. There! ore I would bo strongly in favor of rating oil unimproved value. It is my desire •that Gisborne shall become not only a town provided with reasonable conveniences for its inhabitants, but also that it shall not lack in those features which make- for the physical and ethical wellbeing of all. For this reason I would favor the locking of the rivers, the provision of ample recreation grounds, and the establishment of public gardens, and a strict guardianship over building operations so that we shall not he building future, slums in any part of the town. , . ..
