Ex-President Roosevelt contributes' an article to the “Outlook,” emphasising America’s duty to wait and see whether Japan is able to prevent the emigration to America of Japanese laborers'and small traders in any appreciable numbers. He remarks that if not, America must protect herself by treaty or legislation. He urges Americans to continue to build a first-olass fighting navy if they wish to withstand any nation that might choose to disregard their policy concerning immigration, the protection of their interests im Panama, or their countrymen abroad.
