. Mr,'Ranking’s report-on tho licensing system of, New Zealand was made available for, publication to-night. It slates that the statistics of the Dominion and the Eastern States of the Commonwealth demonstrate that individuals, year by year, are becoming more temperate. Much, ho doubt, remains to he done and may be done by legislative action, but ho had very grave doubts as to the effectiveness of a but partially preventative System, which, as its first effect upon the consumer of liquor, arouses in his breast a* feeling of defiance, a hungering after forbidden fruit, and a determination to secure the gratification of bis appetite by foul or fair means. As to the value of the system in the direction of permanent reform of the intemperate or the encouragement of habits of .abstinence among others, no sufficient evidence is at present obtainable.
