Mahmud and Shevket Pashas have informed the Oecumenical Patriarchs that one-fourth of the Ottoman army will henceforth be composed of Christians, that it is the best policy to accept the services of these as volunteers -without awaiting the Parliament s adoption of enlistment for! non-Moslems.
