An attempted launch of the 15,300 ton French battleship Danton at Brest was unsuccessful. Powerful tugs failed to move the vesssel. The French Naval Commission recommends raising tho number of battleships to 38, favors fast scouting cruisers instead of armoured cruisers, emphasises tho need for destroyers and submarines, and recommends laying down in 1910 two Dreadnoughts of 21,000 tons, and with a speed of 21 knots.
