The Hague Tribunal upheld the main points of the French position at Casablanca cabled September 28, and strong-' by blamed the secretary of the German Consulate for endeavoring to secure the embarkation of deserters not of German nationality. The Consulate, under the then prevailing circumstances, was not entitled to protect deserters of German nationality. Nevertheless the French are. blamyd for not respecting as far as possible Germany’s de facto protection of those deserters, and for threats with revolvers, and also the ill-treatment of Moroccans attached to the Consulate. Tho North German “Gazette” says it now remains for both Governments to express mutual regret. The “Gazette adds: “A very unpleasant incident has !>een closed by an award dignified in manner and entirely satisfactory irom tho standpoint cf international relations.
