THE PROPOSAL DEFEATED. The poll taken within the special rating area of the Cook County on the proposal that the Council should borrow £30,000 to construct a tramway from Patutahi to Gisborne was taken yesterday, and resulted in the proposal being defeated. A three-fifths majority of- votes would bo necessary to carry the proposal, but there was a majority of 56 votes against the raising of the loan to carry out the scheme..
