The. South Wales coal owners, controling 40 millions tons annually, have 'issued a manifesto explaining that they must give notice to 160,000 workmen. That only six and a-half hours’ work is possible in many of the ’older collieries, yet the workmen refuse to permit double shifts, though the Departmental Committee of the Homo Office expressly suggested these. The effect of the Act is to reduce the earnings of daywag© men by 12) per cent., and if the men assent to double shifts, where practicable, and are willing to work 9 hours one day in the week, as the Act permits, the owner’s will not insist on the reduction before March.
