OTTAWA, May 28

Sir Robert W. Perks, member of the House of Commons, addressing the Empire Club, Toronto, said that Canada was not prepared for freetrade throughout the Empire.. Britain was not ready to be taxed upon grain and Taw material, but between the two positions there was a wide field for preferential arrangements between Britain and the overseas dominions. He looked forward to federation of the Empire for. defensive and trade purposes.
