BOROUGH COUNCIL.
FOIITNIG'HTLY MEETING. The fortnightly meeting of the Gisborne Jlorough Council was held last night. Present: Tho Mayor (in tho chair), Crs. Kirk, Maynard, Dart-on, Clayton, Collins, Somervell, Smith, Pettie, and Harris. CORESPONDENCE. Mr. H. J. Heed wrote referring to the unsatisfactory edndition of tho drains at tho north end of Derby Street, and asking that the Council put them in proper order. Tho Inspector said tho drains were not extended to low-water mark, although notices .had been sent. Crs. Darton and Somervell explained tho position as regards the school drain, stating that it was not fair to expect tho School Committee to pay tho lot. The latter said that if tho Inspector would do the. w'ork the parties interested -would bear their proportion of the cost. If the drain was a school drain they would do tho work. It was decided that tho Inspector take proceedings against tho person who, applied for permission to form the 'drain unless the work was done immediately.
Mr. W. Morgan, secretary of the High School Board, wrote asking that a portion of Stanley Road, between Gladstone and Childers Roads, bo metalled, and a footpath placed on the eastern side, in view of the proposed erection of a new High School. It was mentioned by the Mayor that the matter w',yg on the loan proposals estimates. s ' Mr. L.. C. P. Spencer, A.M.1.C.E., -wrote -altering his services in any capacity to the Borough Council. ... It was decided to reply thanking Mr. Spencer for his offor. Messrs. Nolan, and Skoet wrote asking that the Council make Mr. J. C. Parker a Ttroportionato refund of the license fee paid by him when ho acquired the business of Mr. G. Matthewson. After discussion, during which it was stated that the matter was one between Mr. Parker and Mr. Matthewson, it was resolved that the matter ho referred to the Finance Committee to ascertain tho legal position of the Council, and report to next meeting. The secretary of the Harbor Board wrote stating that tho Board had resolved to accedo to the. Council’s request to have a channel cut in the papa rock at tho entrance to the Waikanao Creek. The. letter was-received. Mr. E. .L. Maude, secretary of the Poverty Bay Rugby Union, wrote asking that tho committee of the Council wait on tho Management Committee of tho Union, in order to. havojaid before thorn a statement of. the. Union’s administration of the Victoria Domain. It was resolved to notify tho Rugby Union that tho Conservation Commit- ' tee would wait upon them at an early date. Tho secretary of tho City Band wrote asking the Council for the usual annual subsidy to the. band, and stating that they would ho prepared to give at least one concert a month. It was decided to grant the sum oi £2O. as last year, and on the motion of Cr. Pettie, seconded by Cr. Darton, it was resolved to congratulate the hand on their performance at the Hastings contest, and on the excellence, of their performances in town, last season. A letter was read from Mr. A. Hood, builder, asking that shingling ho done, on the block in Whittaker Street on which ho had erected thirteen houses. ' The Overseer was instructed to have the work dono at as early a date as possible. A communication was read from the Railway Department, stating that it would he necessary for tho Council to enter into an agreement for the right ••bo have a storago bin, with tramway thereto, adjacent to the railway ballast siding at Kaitnratahi. The conditions of tho proposed agreement were -also included'. Tho matter was agreed to as being in tho interests of tho Council. Dr. deLislo wrote regarding the septic tank for Messrs Hallenstein’s building in Gladstone Road, and asking that tho architect ho requested to draw a plan of a tank of the. required capacity. It was decided to forward Dr. do lasle's recommendation to the architect. REPORTS.
. INTERVIEW WITH MR. CARROLL. The following; report (was read: Tho committee appointed to wait on the'Hon. James Carroll have to report that they met that gentleman on the 2Sth May, 1909, at 11 a.m., wlien the Mayor and Ors. Collins, Harris, Kirk, Maynard, and Pettie were present. The Mayor asked the Hon. Mr. Carroll to urge upon the Government the . early extension of the railway line from the Waihirere Station to the Govcrxi- ? merit quarry at Waihirere adjacent to which the Council also have a quarry, from which it is desired to chi' tain large supplies of stone for the ’ streets, and stated that the GovernV; mont would derive good revenue from freights; also that endeavors he made to induce the Government to place upon the estimates an amount of £IOOO for | metalling the unmetallod portion of the Gisborne-Wairoa Road this side of Gentle Annie, to enable the Council to obtain stone from their newly-at'quired quarry, tho Council agreeing to supply the Government with, metal from such quarry at cost price. In reply the Hon. :: Mr. Carroll stated that he would strongly support the line to Waihirere and endeavor to get as large a grant as j possible for the Gentle Annie Road. The report was adopted. S/ : PUBLIC WORKS COMMITTEE. ; The following report was read: Tlu* Committee have to reportthat they met on 28th May, at 11 a.m., when the Mayor, and Ors. Harris Barton, Pettie, and Smith were prof> sent. —Numbering Houses.— 1 This your committee deem a nccesI sity and they think the time lias aril rived for the work to be undertaken { but would ask for an extension of time to allow an up-to-date scheme to- be ; devised. —Spawls from Waihirere. — This question was considered when it- was agreed to call for tenders for the supply of/250 yards delivered into trucks at Waihirere, such tenders to f close at this meeting. —Straker Steam Waggon. — It was decided to order an asbestos jacket for tho Straker as suggested. —,Loase of Reserve. — Your committqe have to report that • they recommend that a :\-acre behind r the Turanganui Bowling Green be offered for lease, bv public tender, in accordance with the- Act for a term of 16 years with a right of renewal for 21 years at the upset of £5 per annum ! for 'half the term with an advance of ;j0 per cent, for the balance of term f upon conditions attached thereto f ’jolt .-nv Siding at Stanley Road. — 1 }■ The prrp.-scd site hr a siding at this
locality was examined" when it was agreed that the Council purchase from Mr. Innes an acre of ground at £IOO (7u condition that Mr. Innes dedicate a chain road along side such land, the Council agreeing to form and shingle the road in question. In event of Mr. Innes agreeing to this your committee suggest that the Government be asked to put in the siding or loop line immediately.
—Stanley Road. — It was agreed to prepare, specifications for the formation of this road by next meeting, and ask that the Council authorise the acceptance of tenders'by the Works Committee prior to next meeting. In connection with this matter it was agreed that in order to relieve Mr. Morgan, who is very busy just now, Mr. Gardner be entrusted with this work and also help the overseer with street loan estimates. Mr. James Innes wrote acknowledging receipt of the Council’s letter, and stating that he was willing to let the Council have one acre for the purpose of making a siding for £IOO, and also that ho would dedicate a road, a chain wide, adjoining the land. Conditions of the offer were also enclosed. Tho report was adopted, and the conditions of the offer of Mr. Innes were discussed, but no final decision, was arrived at.
GENTLE ANNIE QUARRY. Tho following report was road: A committee of the Council met at 9 a.m. on Ist June, and journeyed to Gentle Annio and inspected the Quarry Reserve, section 193 Patutahi S.Jj., and would recommend to your Council that the overseer be instructed to have the quarry tested at once so as to ascertain the quality and quantity of the metal therein. iAs regards! payment to the County Council for the 'p rcseilt da y Tatuc of the fencing, your committee have to recommend that tho County Council be written to stating that this Council aro agreeable to pay for same and suggest that a valuer be appointed. On tho motion of the Mayor, the report was adopted.
SANITARY DEPOT. The Sanitary Committee reported as follows: — • Your committee have to report that they visited the, depot on the 31st May, when Crs. Collins, Clayton, and Maynard were present. After due consideration your committee would reccoramcntl that the southern portion of Stanley Road be stopped, and m lieu thereor that a new read to the beach bo opened ui> between tlie Sanitary and Cemetery Reserves. this will allow more scope for operations at the present depot. A site for a new shed was selected adjacent to Stanley Road. Your committee suggest that tenders he called for the erection of a shed as per plan and specifications attached, also that the town water be extended thereto by cither an inch or 2-inch pipe. The Mayor said the question of closinf tlio road was a.n important one, and on his motion.it was decided to refer the matter for the opinion of the 'Works Committed, The remainder of the report was adopted. OVERSEER’S REPORT.
Tlio Overseer (Mr. M. Morgan) reported as follows : —“The work of the last fortnight luisi been of a general diameter. The. wet weather, with the falling leaves, has made it necessary to do a great deal of cleaning and mud scraping. Asphaltiing w being done as far as the weather will permit. The drains on the Haiti and the whataupoko are being cleaned. Esplanade Hoad.—The carters using this road m carting gravel from the beach havo aoreecT to repair the road by carting sand on same. This lias boon, clone m part, but tho road should be protected fr6m excessive heavy carting. A good deal of gravel carting is done from this beach, and is likely to become oxcessive. O raw ford Hoad and J.liiini Street aro being repaired; saiid is bViing carted on as authorised. Gravel Pit.—Tho heavy rain of last week caused the river to rise a, good deal, and made it impossible to work the gravel, the ballast was scoured out. This has been made right again, and gravel is now coining to hand.” The report was adopted. INSPECTOR’S REPORT. Tho Borough Inspector (Mr. J. R Little) (Presented tho following report: “Since last meeting of your Council ! have been inspecting in the borougu, and attending to tho different places that have received notice of n.terations .and repairs, as suggested by Inspector Sohauer in, his report of May L I have to report as follows: Recommendations to Sheepfanners on theu property started, hut not completed. Burk and Co., all completed except now closet and hath trap., which is in hand; .Harbor Board work authorised, lint not completed; Hon. Captain Pucker has started repairing and cottages, btlni, lias done very little to his pronortv so far; hoarding home owned by Captain Tucker, Nesbitt Road, instructions have been carried out; recommendations at Turangamu hotel are being carried out; house in Pitt Street, agent for l)r. Morrison requires further information re suggestions to bo carried out; Dalgety and Co. have carried out all that was recommended ; Murray, Roberts and Co. asked leave for the. alterations to be hold over, as they are going to liako fresh additions to their place, and work recommended would he useless, Mr McGowan’s rep aim to his property are in the hands of the builder poverty Bav Club not yet started, but will do so‘at an early date; notification to Captain Kennedy ro filling in yard has not yet been attended to; recommedations re gaol and police station have been forwarded to headquarters 1 have also notified all persons who liave tho urinals on their property connected with tho direct water supply, also info rming thorn of the by-law to that effect, that they must be fixed with a Hushing cistern, and from information received from tho owners of same the work will at once bo put in hand. Mr. Sheridan lias started to remove cottage in Gladstone Road, and is willing to complv with any reasonable suggestion as regards the corner shop to make it sanitary.
