OVERCROWDED PRISONS. CAPITAL PUNISHMENT RETAINED United Press Association— Copyright ST. PETERSBURG, June 3. Prince Kropotkin states that Russian prisons officially capable of holding 90,000 persons now hold 181,000. The Duma rejected a Bill for abolishing capital punishment, on the ground that the courts-martial can order executions outside the Duma’s competence.
