The Government is arranging for closure by compartments in regard to all other leading bills. MINISTERIAL TACTICS. AN ATTEMPT TO EXHAUST THE OPPOSITION. (Received June 4, 11.55 p.m.) ' LONDON, June 4. Accompanying a Ministerial whip issued on the re-assembling of' Parliament was a circular inquiring whether the recipient was willing to attend the House until October, and .whether in the event of a holiday, he would be. prepared- to divide, it —a fortnight in one month and a fortnight in another. The “Times” protests that this is an attempt to arrange batches or relays to effect the Ministerial purposes by the exhaustion of the Opposition, and adds, “The circular indicates a fine contempt for tho rights of the constituencies, which may be unrepresented, and voiceless in tho House, of Commons for a considerable portion of the session.”
