German reversion to friendship with Russia in prudent and inevitable, and Britain may welcome it as a provision towards the preservation, of the equilibrium and tho peace of Europe. ” RUSSIAN MISGIVINGS. The misgivings aroused at St. Petersburg by.the Kaiser’s visit have been modified by an inspired statement- from Berlin declaring that Germany has no reason, to expect ,a change in the grouping of the Powers.
