D. Murray .writes protesting against the action of the Harbor Board in “deputing a lay person with superficial knowledge” to superintend the budding of the dredge. Ho also objects to th,e {leqision to increase the wharfages to raise money to pay for the dredge, and considers it would be preferable to impose a general rate for the purpose.
