The newspaper “Age,” in an article dealing with the condition, of the city, says: “In all weathers and in all seasons Melbourne persists in being ono of the filthiest cities in the civilised world. During the recent wet weather the whole city at night was anointed with pure beastliness. Collins street was simply carpeted with filth. It strongly denounces the citizens for tolerating such a state of things.
