As tho result of America intervening, with a view to showing that the Franco-British group in 1905 expressly reserved for American capitalists tho opportunity of enforcing the right to participate in loans, the Chinese Government withheld ratification of the British, French, and German loan for tho construction of tho Hankow-Sze-chuan railway. Arrangements are now in progress for American participation.
