COOK COUNTY COUNCIL
MONTHLY MEETING., The monthly meeting of the Cook County Council was held yesterday. There were present: The Hon. Captain Tucker (chairman), Ors. H. White, F. J. Lvsnar, A. F. Matthews, E. Poland, R. Slierratt, and T» Holden. DEPUTATIONS. ' Mr. J. Mcllhiney waited upon the Council on behalf of the'settlers near the Arai Valley road, to ask that the ranger be not empowered to impound stock found straying, on the. road. Cr. White introduced the deputation, and handed in a petition containing a similar request which had been signed by about 20 To Arai settlers. Mr. W. G. Levland said that if no restrictions were placed upon the road it would he a great boon to the settlers, as the nearest pound was at Ormond, and if a cow was impounded the settler would be put to eoniderable loss and trouble before it could be recovered . Cr. Matthews-moved that the prayer of the petition be granted. To imnotind stock on the Valley road would be a serious matter to the settlers, as cows impounded for 24 hours would be ruined. Cr. Lysnar seconded the motion. The Chairman said the very idea of impounding cattle off the roads was to save the roads. Or. White said the settlers would not object to the ranger impounding on the road if there was a pound at Arai. Or. Sherratt.said* the trouble was the same at Patutahi. The. nearest pound, was at Ormond, and if cattle were impounded settlers were-* nut to great inconvenience. No ranger should bo appointed at To Arai until a pound was erected. . r Cr. Matthews’ motion was carried,, and the deputation withdrew. CORRESPONDENCE. The secretary to the New Zealand Counties’ Association forwarded a form asking for a return of all salaries paid to county officers, with a vieiv.of the Association considering a proposition to establish a counties’ superannuation The Clerk was instructed to supply the information. The clerk to tlie Bay of Plenty Licensing Committee wrote stating that it had been decided not to raise the status of the Pakarae hotel from that of an accommodation house to that of a publican’s licensed house. The letter was received. 'Messrs Rees Bros, and' Bright forwarded a cheque for £25 on behalf of Mr. J, T. Griffin, being the necessary deposit before the ,I’oads at Kirktowiv extension could be formed. Cr. Lysnar thought that pounds should be provided at both Arai and Patutalii. Cr. Sherratt moved that the engineer try to find a site, near the Manutnke store, 1 for a pound, and' report to ■the next meeting (if the Council. Cr. Holden seconded the motion, which Avas carried. Tho Te Arai -Settlers’ Association asked the Council to appoint Mr. VV. A. Jones as ranger for tlio Arai district. His remuneration to be driving fees only. . It was decided not to make the appointment until the Council had provided a pound at To Arai. The Toavii Clerk Avroto stating that the Gisborne Borough Council vras, prepared to pay the present day value or the fencing at the Gentle Annie quarry and asked the County Council to appoint a valuer to arrive at the value ot the fence. . * , , ,j , Cr. Lysnar suggested that the reserve for travelling stock near the quarry should be reserved by the County Council, and the suggestion Avas ad°Plndth'e long-disputed wages account of Mr. R. ENGINEER’S REPORT. The Engineer (Mr. Fraser) reported as folloAvs:— “Contract 255, formation and metalling Wainui road sandhills: This work is noAv completed, throughout, and I have arranged Avitli the contractors to ‘blind’ the metal Avitli ‘shell,’ there being a balance available from the Government grant.
“Contract 256. metal repairs. Whataupoko, proceeding satisfactorily. Repairs have been effected from Willan’s bridge past the ’(ms stables, and will bo continued on to tho Mangapapa School. .
“Contract 2iy., erection of bridge, Mangaheia: Piers and beam span erected and approaches formed, main truss under construction. The_contractor is still short of a portion of the timber, which has delayed him somewhat in finishing.” . Report on Roads Muriwai District-. “With reference to the roads in this district on Avhich I have been instructed to report with the view of adoption of one permanent line for the main road, I ha\'e earefuly examined the different routes. / “(1) PakaAvhai Road: This leaves the Gisborne-Morere road about 45 chains Avcst of the MuriAvai hotel, and is formed for about 60 chains to Mr. Black’s homestead. About 30 chains of this runs through low, swampy ground, difficult to properly drain, and it Avill, in my opinion, be expensi\ r e to maintain when metalled. The road from the end of this formation at A (see sketch) is surveyed, through Avliat in winter time is practically a swamp, and would have to be deviated to tho foot of the adjoining hills for a length of about 80 chains to B.* At this point it joins the Arai estate, and would require forming for about 70 chains, thence it has been recently made by tho Government out to the Karawa bridge, tho ground being at this end of ight sandy nature and easily kept in order. Total distance of road about 310 chains; formed, 160 chainsjloaving to be formed 150 chains; at a cost with culverts of about £350.
“(2) Sandhills road: This line, along which the present traffic passes, is partly on a surveyed line and partly not. Starting from the common points at the junction of Gisborne-Morere and Pakowhai roads, it runs eastward along the surveyed line to the swamp near the Muriwai hotel for a distance of 45 chains, thence bears northward through what is known as the sandhills for about 214 chains, again joining the surveyed road near Pakirikiri, and continuing along metalled road to Karawa. “The first 43 chains is formed and partly metalled; thence the road is only a track more or less sandy for about 140 chains, and very sandy the last' half-mile. Total distance of . road about 302 chains; formed and-, partly metalloid, 110 chains; leaving to be formed, 192 chains; at a cost of about £250; and Flavoring 40 chains ’with Avhite stone, £240; total'£49o. “(3) Surveyed road line parallel with telegraph line: This road is from' sto 10 chains inland from tho track now in use; it run* over a succession of sandy knolls and wet patches; it is not a good line to adopt, and may bo left out of consideration.
.. “As regards the merits of the other two routes, the sandhill road is, in my opinion, the one to adopt, as the greater portion of the line to he formed would bo dry and fairly solid for traffic, and about half-a-inile would probably have to be clayed or covered with papa rubble ; it is also adjacent to the beach, which would, he largely used as low tide for light traffic. I should therefore recommend that any available funds be expended in forming up this road line from Pakirikiri southwards, for, say, 40 chains, and covering with white stone from Arai settlement; this material, although quite unsuitable for clay roads with ordinary traffic; might, I think, be successful on grounds of the sandy nature, of this locality. It would, at all events, be well worth tryincr 'as some such material is necessary todbind the loose sand. The other portion of the road could be formed up as before stated at , comparatively a small expense, and kept in order by occasional rounding up with the machine during the winter months. ~ “In summing up the different points of the two roads the following has to ho noted -Pakowlibi road : When formed would bo useless as a main road unless nietallcd throughout with good class of stone. Sandhills road : When formed and a short piece, clayed -would •always' be available for traffic •.summer, and' winter. Moreover, should the Pakowhar road be adopted, the Council would still be called upon to maintain from Karawa bridge to Pakirikin, .and from Muriwai .to Pakirikiri, and from Muriwai to Pakowhai junction, so 1 as to give access to Messrs Wall, Currie and others. •. . C'r. Sherratt moved that the Aluuwai settlers should he notified of the Engineers’ report. The Chairman said the newspapers would publish the report, and he moved th-d it-he adopted.
