Reuter’s correspondent states that Russian newspapers show little enthusiasm over the meeting of the Czar and Kaiser. The “Novoe Vremya” publishes a sympathetic article on the Anglo-Siamese convention, which it de"scribes as a severe blow to German aspirations. The “Bourse Gazette” declares that the time is past when Russian policy depends on Berlin. Other papers advocate maintaining the present relations with Franco and Britain. THE KAISER AND THE CZAR. V A CORDIAL MEETING. (Received June 18, 10.10 p.m.) The Kaiser and the Czar exchanged most cordial visits aboard the Royal yachts Hohenzollorn and Standart, at Bjorko. Herr von Schoen (German Secretary for Foreign Affairs), M. Stolypin (Russian Premier), and M. Isvolsky (Russian Minister of' Foreign Affairs) accompanied the. sovereigns. The -Kaiser lunched aboard the Standart, and remained to tea.
