PRESIDENT TAFT’S PROPOSED TAXES.
TARIFF BILLS PROVISION

President Taft, in a message to Congress, recommends the tax cabled yesterday (a tax of two per cent., on the net earnings of trading corporations) and: an amendment of the constitution enabling the United States Government to levy an income tax without apportionment- among the States. He adds: “It is undoubtedly a proper tax, which the Government ought to have, and might bo indispensable to tho nation’s life in -a great crisis.” The Tariff Bill provides for the free entry of all Philippine products to the United States, except rice. The exception favors Louisiana growers. In compliance with the demands of the labor unions the committee also reduced the limit of the free importation, of Philippine tobacco.
