He was elected M.P. for Caine in 186985; and was private secretary (Horn© ? Office) to Rt. Hon. R. Lowe from 187273. Ho was appointed His Majesty'* * Commissioner for the reorganisation of the European Provinces of Turkey and Crete under tho Treaty of Berlin, 1830. He was the second plenipotentiary at ,j tlie Danube Conference in London in 1882-83. and first plenipotentiary at*the London Conference on the African; Sleeping Sickness, 1907-8 He was Un- "J der-Secretary for Foreign Affairs from. 1882 to 1885, and since 1905. -'He is a trustee of the National Portrait- Gallery and a member of the Historical MSS. Commission. He is a great- writ--er, and a contributor to the Quarterly.. He also takes an active interest in football. .If Rt. Hon. Thos. Ryburn Bucbanan. (Libera!) was elected for East Perthshire on January 23rd, 1906 and sat for it 1903-5; also for Edinburgh, City Division. 1881-5, AYest 1885-92; Aberdeen,. East 1892-1900. He was bom in 1846, and educated at the High School, Glasgow, Sherborne School, Dorset, andBaliiol College. Oxford, gaining thaStanhope (history) prize in 1868. Howas a Fellow of All Souls’ in 1871, and was caLed to the Bar of the Inner : Temple in 1873. He was appointed Financial Secretary of the War Office i*-, December, 1905, and was created Un-der-secretary for India and a P.C. ijt 1908. Rt. Hon. Herbert Louis Samilel* (Liberal) was returned unopposed fprr Yorks, Cleveland Division., on January 17th, 1906; and sat for it from 1902 t<*-190-5. He was born in 1870 and educated at Baliiol Col’ege. Oxford. Bs© - . is the author of “Liberalism, its Principles and Proposals.” He was appointed Parliamentary Under-Seeretary; for the Home Office in December, 1905, and created a P.C. in 1908. Hon. Alexander AY. O. A. Murray, y Master of Elibank (Liberal), was elected for Peebles and Selkirk on January lQtk, 1906, and sat for Midlothian : 900-1995. He was bom in 1870. Hoe -was appointed assistant- private secretary to Lord Ripon at the - Colonial *! Office in 1594, and to Mr. Sydney Buxton in 1895, subsequently becoming 1 Compil'd er of the Household in Be-* cember,-' 1905. In 1908 ho was appoint-*-<h! Junior Liberal AYhip.
