The Senate at Washington, sitting as a committee of the whole, has passed the tariff, with an amendment imposing a duty of two cents a ton ill any one year on the tonnage of all vessels entering the United States from foreign ports in North and Central America and certain countries in South America, and a duty of not less than six cents and not exceeding thirty cents per ton ppr annum oil vessels from all foreign ports.
