However, these principles may be discussed more , fully when the Minister is ready to put his proposals into shape. The actuaries should be instructed to work out a scheme including the whole of the population, so that even if the Minister decides subsequently to limit its operation he may be in a position, to tell us what the cost of the full scheme would he to the individual and to the State. —“Lyttelton Times.”
