Tho Ministerial policy had been debated for the last fortnight, tlie Laborites forcing the Government to keep a House by calling attention-to the state of the Chamber. The. Government supporters retaliated to-day by refraining from obeying the call-bell, with the result of a count-out ending the debate. THE UNIFICATION SYSTEM. PETITION FROM NEW ZEALAND RESIDENTS. (Received July 8, 10 p.m.) MELBOURNE, July 8. A petition has been presented to the Federal House of Representatives from 96 Victorians now residents of New Zealand, but still claiming to he electors of the Commonwealth, praying for a referendum to ho taken on the question of unification for Australia.
