King Edward congratulated Liverpool on its progress and the splendid cathedral. He added that with religion and patriotism joining hands, it was not unfitting that his journey should he associated with the reviewing ° of the territorial forces. His hope was that they would never he required, but readiness for defence was the strongest safeguard of peace. He was sure Lancashire would spare no efforts for the •protection of the country.
