The byways as well as the highways of the public service are being affected by'the Government’s policy of retrenchment. For instance (says the “Ashburton Guardian”) in the smaller centres of population throughout the Dominion several of the Government Departments—such as the Income Tax and Government Life —have, no office, and the collection of moneys by these departments has been, for many years, undertaken by money-order or other clerks in the post office, and a commission has been paid for the services rendered. This practice has now been stopped, and the officers have in future to perform the work without receiving the commission.
