FORTNIGHTLY ..xEEIING. The fortnightly meeting of the Gisborne Borough 'Council was held last night. Cr. Somerve.. occupied the chair in the absence or the Mayor, and there were also present: Crs. Kirk, Maynard, Smith, Pettie, Clayton, Collins, and Harris. CORRE3PON Lr„\ CE. Messrs Wallace and Sons applied for j permission to cut a lour-inch drain | xrora their piemises across ite-ud s Quay. Permission was granted subject to the work being carried out to the approval of the Overseer. Mr. S. Clare wrote drawing attention to the state of Roebuck Road, and asking for a few loads oi gravel to be put on at the Palmerston Road crossing. i It was decided that the work should he done when gravel is available. Messrs Robb Bros, wrote offering to supply a water-trim"u at the wharf subject to the usual .advertising conditions. The offer was accepted. A number of the ratepayers in Stout Street wrote asking that the footpath opposite their premises be put in order. The matter was left in the hands of the Overseer. A letter was received from Mr. C. JRea'kes, Chief Government Veterinarian, stating that the amended scale of charges for the abattoirs had been approved by the Governor. Mr. James Innes wrote asking the Council to forego the condition of kerbing a road, which he intended forming off Stanley Road, with totara or other suitable kerbing. It was pointed out that the by-law-required totara kerbing and that the request could not be acceded to. Messrs Brownlee and Grenfell wrote, on behalf of Messrs Win. Pettie and Co., Ltd., Williams and Kettle, Ltd., and the Union Bank of Australia, asking the permission of the Council to erect a septic tank at the rear of the said firms’ premises in u.adstone Road. Reference was also made to the application for a septic tank at Messrs Hallonstoin Bros.’ establishment, and its bolding capacity as stated by the Health Officer to require 30 gallons per head per day. The letter suggested that if six gallons were taken as a basis it would prove adequate. It was decided to refer tiro letter to the District Health Officer. A number of residents of Wlmtaupoko petitioned the council to cause the owner of sections 25 and 42, Block D, Whataupoko. to remove all the willows, weeds, and accumulation of rubbish in the watorcouse known as r tho Waiteata stream, and enable them to get rid of the storm water from their properties. Cr. Collins emphasised the importance of the request being acceded to. It was decided to refer the matter to the Works Committee, to consult with the Council’s solicitor and report. Mrs. F. R. Pavitt wrote stating her intention, of claiming damages from the Council on account of the overflow on to her property of storm water from the Wainui Road. It was further stated that the' Council had neglected to carry out, their agreement to divert the water from the section ii she would out a drain through it. j The Ovaraor mid that the work was i practically completed, and the property ■would now be quite safe. Only the absence of pipes had delayed tho progress of the work. v WORKS COMMITTEE. ' The Public Works Committee, presented tho following report:— ‘The Public Works Committee met on Friday, 2nd July, 1909, at 2 p.m., when there were nresent tho Mayor and Crs. Pettie and Smith. The question of Mr. Simson’s request re keeping ,a section book was considered, and it was thought that the inconvenience of keeping it up t-o date, and the result being not .accurate, it would not pay the Council to establish it; also it is doubtful whether the Council has the power to divulge the information. Messrs Hallenstein Bros.’ drainage question was also discussed, when it was decided that the committee suggest that an endeavor bo made to arrange to connect with the Masonic drain running into the river in tho meantime. The whole question of surface drainage will be considered when the street loan proposals are under discussion.” The report was adopted. WATERWORKS COMM ITTEE. 'Che Waterworks Committee presented the following report:— “Tho Waterworks Committee have to report that they met on Friday, 2nd July. 1909. at 1.30 p.m., when the Mayor and Crs. Kirk, Pettie, and Smith were present. The application of Mr. Martin for a second free 2-inch water connection for the Gisborne Hotel property was carefully considered, when it was decided tnat the request could not he entertained, as it was opening up a very large question. Your Committee consider that no hardship will be entailed upon Mr. Martin, as ho is getting a 3-inch service for lilt purposes, and any extra water required can easily lie taken from that source. The Town Clerk was instructed to write Mr. Martin to this effect.” The report was adopted. NIGHT WATCH MAN ’ S REPORT. The Nightwatchman (Mr. W. Fraser) reported that there had been no outbreak of hre in tho Borough since last meeting of the Council. INSPECTOR’S REPORT. The Borough Inspector, Mr. J. K. Little, presented the following report: “Since the last meeting of your Council I have been inspecting in various parts of the borough, also attending to the different notices which are being sent out from the office and seeing that- the same are carried out according to the instructions and recommendations of the Health Department. I have also boon attending to the work which is being carried out at the depot. The boiler and steam pipes arc now' in their places, and the contractor for the shed has the work well in hand, and will complete the same in a few days. Mr. H. Warren, contractor for the soil pans, has completed so far up to date GOO pans, and desires us to take delivery of same, as ho has not enough of storage room. I would recommend that delivery of same be taken, and that a progress payment of 75 per cent on the work completed and handed over, 1m passed to Mr. >» arren. The, extension of drains to low water mark h-;< practically been completed, except ;Mr \V. L. Rees, who is proposing to i instal a septic tank as soon as pe.rmts- ! firm is granted him. Mr. I. Simson i lias informed me that he is not going ;to extend the drain leading from Ins i house on The Point any farther than ! it is at the present time. . As work is rather slack at the present time, and there are certain works contemplated by the Coir c 7 it might be an opnortune time to get some of the jobs dono and relieve the distress for work somewhat. Such works could be undertaken as the Bright .Slice! lormation from Childers Road to Raiiutm Street, Ivahutia Street from Grv Street to Peel Street, Herbert Road (including Palmerston Road extension), and any other that may bo thought necessary. u,~* Gentle Annie Quarry: The contractors for driving 50 feet of tunnel at the Gentle Annie Hill, having completed their contract, in company with Mr., | Gardner I inspected tlie tunnel on Monday last, and found it was in slip country composed of rubble ana mub lock. For the first 23 feet the stone was in four and five inch blocks, but j in the remaining portion the rubble was larger, and at the end or face of tho tunnel the blocks were much larger, showing that the stone increased in dimensions as the hill was driven into. A sample of the stono was brought in for inspection, and which is of the same quality as that exposed on the outcrop on the ton of the hill. But to ascertain the quantity available more, prospecting is necessary, and to this end some trenches should lie cut into the side's of the hill until the stone is met with. This would allow an estimate to be made of the quantity of metal available above the level of the testing tunnel. As far as the tunnel has been driven the stono and mullock arc about equal in quantity. Plans and specifications for the trailer waggon are being prepared.” . , Or. Collins asked how it was that the metal had not been delivered and who were tlie contractors. Tho Overseer said that McKinley and Co. were tho contractors, blit he had received no intimation from them as to discontinuing the supplies. He thought that the state of the roads was tho cause. ■ " The Clerk said that the only stipulation was that the stone should be delivered complete before August 31st. Cr. Smith said that under those circumstances there was no obligation on tho contractor to give any notice to the Overseer. Tho remainder of tho report was taken clause by clause and was adopted. Accounts amounting to £650 12s were passed for payment.
