Most people mill agree with Mr* 'Ko\vlds that the present method of al’locating grants for school buildings is altogether unsatisfactory, though it is not likely tint the anomaly would have been recognised by the. general public ■if the Minister hnd not pointed it'put. The difficulty under existing conditions is that the department has to find the money for .school buildings, and tho local authority has to spond it. It is impossible for the Education Department to decide upon the merits of the various claims submitted to it, and it is equally impossible to accede to all of them; hut ijn spite of Mr Fowlds’s contention we are satisfied that any such proposal as his (to raise part of the cost locally) would he. extremely .unpopular throughout the country, and that there is no probability of seeing it carried into effect, more especially as tho proposed change would press very hard upon smalt and comparatively poor districts. —Auckland ‘’Star.”
